The URA’s Draft Master Plan for 2025 aims for new neighborhoods and a more livable, decentralized Singapore, including mixed-use areas in the Core Central Region like Pearl’s Hill (Outram), Newton, and Paterson (Orchard) to transform lifestyle and retail areas into mixed-use urban villages.
